That's just their website. Fannie May has been around a LOT longer than 1-800-Flowers (they have been around in one form or another since the 1920s). Their stores are mostly in the midwest, though, so they are not necessarily known in other parts of the country.
Perhaps not as good as they used to be, but you won't see me turning down a dark chocolate vanilla buttercream, either!

Hmmm... In looking at the fine print again, I see that it says "Offers cannot be combined, are not available on all products, including discounted merchandise, " but I ordered some discounted merchandise and the shipping came off just fine (no additional discount, but the shipping was free).
I just did a "dummy" order of a 1-lb. box of Pixies, and the $8.99 shipping and discount came right off...(final total = $19.99). Something is amiss in how you are placing the order...lol (I think it's probably because you're choosing a delivery date that requires 2-day shipping?)
Looks like it matters where you are shipping. I was trying to ship to California and Florida. I put my old address in Illinois and the shipping charge was removed.
Several states including CA and FL don't have ground option, hence probably why it's not free: From 3/15 through 10/22 shipments to AZ, CA, NM, NV and TX require a minimum of Expedited Delivery service (No P.O. Boxes allowed). Appropriate shipping rates apply; please see "How do you determine your shipping and handling costs?" A FREE insulated container will be included with all orders to protect products from high temperatures. Packages can only be shipped on Monday, Tuesday and Wednesday. In order to protect your chocolates during shipping we require 2 Day Air to Florida year round
No deals to Florida, ever. I tried several scenarios with ship dates in November and December and shipping more than the product. It's good as I no longer binge on their sale chocolates because I can get a deal (Trinidads...mmmm!)
This is actually still working today, though it was supposed to have been expired. I was able to choose a 10/29 delivery for some Halloween treats and got the 20% off and free shipping to Oregon with coupon 42424 .
