It's worth noting that the DSi is being phased out; there haven't been many new games for it and that isn't likely to change in the future. This would be a good option for a younger child or someone who didn't care about being able to play newer games. The 3DS is backwards compatible with DS games, but not the other way around.

I think the DSiware store is probably closed and I dunno about getting an XL version since the games were designed for the smaller screen. I really enjoy my DSi a lot and don't see the benefit of upgrading to a larger screen. However I also have a 3DS XL I recently got except that I am finding that I like the smaller one better due to it looking better over all and the games on 3ds being made for the smaller screen.

I think Nintendo would be better off coming out first with a large screen console with high res and designing games for the bigger screen (well that and putting good cameras on it instead of what we get with all of their handhelds which is really poor resolution/quality).

Anyway $69.99 is a good price for this system, regardless of what I know. My regular DSi cost over 125 bucks when I got it I'm sure.
