Only about 80 watts too, ranked on the Toms Hardware Hierarchy same as HD6850 but almost 50 watts less.

Free Far Cry 3 game is pretty nice at this price point.

I'm going to say yes, at 80 watts there is good chance you won't need a power supply upgrade. You might but I doubt it. Those things usually come with 300 watt power supplies, this thing pretends it needs a 400 watt but you can do the math. It comes with the adapter for the PCI-E six pin power connector. Depends on what games you are doing, it's not a high end gaming card so you have to keep that in mind too. But it's very nice for the power draw and the price. A lot faster than integrated video. And DVI and HDMI also.

how do i know if this would work for my computer? it si a Dell Vostro 460 Mini Tower. it hasa i7-2600 processor.... says it is PCIe 16x, but not sure if it is 3.0.....

You don't need PCIe 3.0. As long as you have a full supporting PCIe 16x slot you should be ok.

this is very tempting. The game code can be sold on eBay for ~$20 after frees which would make the card ~$75. Would be nice to crossfire it with the 7770 card already in my rig.

Backward compatible. I'm running it right now on a Dell 530 Q6600 and I guarantee it's not PCI 3.0.

That would be a nice set up and still only 160 watts total for both cards combined.
