Sirius activation fee waiver

I know Sirius used to have waivers for part or all of their activation fees, but was wondering if they still do. I want to activate a second radio on my account (monthly cost of $6.99 with $15 activation fee) and called to try to get the fee waived or a discount on the first three months of service (they used to have a special of three months for $12.95 for a second radio). She was firm and said they have been told no waivers and no discounts.

Does anyone know if this is true or am I being fed a line by the rep? Anyone know of a second-radio discount of any sort? I cannot find anything in a Google/FW search. Is this just a case of their now being a monopoly with their merger with XM?
