WARNING - PayPal Policy Change in: Consumer Alerts

That's a good point, but I doubt many people who hold garage sales to get rid of their unwanted personal property have more than two per year. And even if they do hold more than two per year, the sales must be "for substantial amounts" in order for a seller's permit to be required.

That's my own story. But other people (such as the OP) are coming up with story after story of how PayPal has set their expectations one way, and delivered something different. Or shifted the sands below people's feet. I should have listened to all of the complaints from others, but I was always, "Oh, this doesn't affect me. I'm not doing _X_ and I know that if I do, I just need to do it different than they did."

Well now, for me, doing business with this company is a liability. Not only has PayPal not earned my business, they've earned a quarantine due to their unpredictable nature (without hiring a legal team to track updates and interpret contract language into real-world scenarios).

I pay via my credit card via pay pal. The credit card companies are great when I have disputes. I have had too many bad experiences via pay pal using my bank account so I linked up my credit card. When I get ripped off paying via paypal, I dispute it via my credit card company.

Paypal always seemed to want me to use my bank account for payments, probably because Paypal doesn't have to pay credit card fees that way, so if I have to use Paypal, I've always paid with a credit card, preferably Discover, so they get hit with big credit card fees to minimize any profit Paypal makes with their own fees.

I was wondering if I made a purchase with my paypal account using my AMEX for an ad but the person never delivered the ad can i dispute with AMEX and would my paypal account get cancelled for it?

Wow, I did not know about this change. I have personal account only so it will affect me.
Thanks OP!

Sometimes I collect money via paypal for classroom funds, etc.
For that purpose, those payments should be stated as personal(payment owed or other),
otherwise the fee will be deducted?
