Keep in mind that in some cases, more discounts maybe available on the difference from the MSRP - $4,500 clunker - Rebates. Those other discounts can include bonues rebates, unannounced dealer cash, military discounts, corporate discounts, warehouse discounts (Cost co / Samms Mis SP on purpose), Dealer group incentives, regional variations of these programs may also apply.

Actually it is an average of 18MPG rating. You must be doing your research on a Commodore64. Maybe you need a cash for clunker computer program? from www.cars.gov... "Generally, trade-in vehicles must get 18 or less MPG (some very large pick-up trucks and cargo vans have different requirements)"
I think that military college students with a clunker to trade-in and who are current Hyundai "lease loyalty" customers (to get the advertised $1999 price) are quite a bit of a minority.
My mother's 1999 Blazer qualified for the 4500. She just got a 2009 Jeep Patriot 2.4 MSRP $18740 for $11,000 tax, tag, title, everything included in the $11,000.

No, the car must be 18 MPG or lower (with the exception of some trucks/vans). The only way that your car could qualify is *possibly* if it had a V6. see linky
