Keep in mind that in some cases, more discounts maybe available on the difference from the MSRP - $4,500 clunker - Rebates. Those other discounts can include bonues rebates, unannounced dealer cash, military discounts, corporate discounts, warehouse discounts (Cost co / Samms Mis SP on purpose), Dealer group incentives, regional variations of these programs may also apply.

Have you researched this at all? You'd need a clunker rated at 11-13 mpg to get $4500 back on most of those.

Almost every older SUV qualifies.

I think OP's name says it all: Dreamer

And in a lot of those cases these SUVs are worth $4500+. Going with an SUV to subcompact downgrade might mean having to get rid of the boat, camper, etc. as well.

Does anyone know anything about the new program put together by the major car dealers (now that the government one is in question)?

The government just infused 2 BILLION in the Cash for Clunkers program. It is still going strong.

Actually it is an average of 18MPG rating. You must be doing your research on a Commodore64. Maybe you need a cash for clunker computer program?
from www.cars.gov...
"Generally, trade-in vehicles must get 18 or less MPG (some very large pick-up trucks and cargo vans have different requirements)"

I wish I could UPGRADE to some of the "clunkers" I have seen on tv. A lot of them are nicer than my car which doesn't qualify.

A 98 Grand Marquis at 18 mpg qualifies for 9 Ford @ $4500 and 10 @ $3500
As does a 95, I got both.....

Remember too, that you're eligible for at least the salvage value of your "clunker" in addition to the $4500 government subsidy money.

I have 1997 Honda Accord - wrecked front hood and bumper damaged. Is this car qualified? It does gives 32 MPG.

I think that military college students with a clunker to trade-in and who are current Hyundai "lease loyalty" customers (to get the advertised $1999 price) are quite a bit of a minority.

My mother's 1999 Blazer qualified for the 4500. She just got a 2009 Jeep Patriot 2.4 MSRP $18740 for $11,000 tax, tag, title, everything included in the $11,000.

No, the car must be 18 MPG or lower (with the exception of some trucks/vans). The only way that your car could qualify is *possibly* if it had a V6. see linky
