Small cities that have large stores. The balance is tough to find, but I can show up at stores in my area an hour before opening and have my pick of what I want...except at WalMart. That's where everyone else is. In Dallas, for the high end items, you probably need to get there the night before.
I'd say a city in a state w/o sales tax. Oregon, Delaware, New Hamshire, Montana and Alaska, though Alaska has higher prices in general due to shipping costs.

Black Friday is a very subjective thing; different in many aspects for many people. How would one be able to place the "best" tag on anything related to Black Friday? It all depends on what you want, what you can afford, what's available and what lengths to which you're willing to go to get what you want.
Q: What's the best store and the best city for Black Friday? A: The one closest to me that has what I want.
