I'm not quite sure what the reference to that article is for. The author was comparing the qualities of different brands of low self-discharge batteries. He was not comparing them to the standard NiMH batteries that lose their charge after only a month in storage. There is a difference in the chemistries between those 2 types of NiMH batteries, moreso than "one is precharged and the other is not." The precise reason why one can be precharged is that it will actually hold on to that charge for the shelf life of the battery.
If you do a more valid price search, than this deal is good, as it saves about 30%.
