Depends on the state. In CA they do not tax downloads but there is a state sales tax.
ETA: my4mainecoons is right. I missed the key word "rewards". Rewards are a discount on the purchase price. Up to the amount of the rewards you will not incur tax if your state taxes downloads.

After talking to a Staples rep about an order recently, they only have a certain amount available to download PER DAY, this is per agreement with OEM

You are confused. Use to get the $1,000 spend for premier. Use with coupons to make money. Use to monetize rewards. Downloads are not taxed in many states. I am going to use this deal for the $1,000 I need to spend on my PenFed cc to get my $250 bonus. Stamps? These are SERs except for the McAfee rebate.

People will buy this in bulk for 2 reasons. First, to get rid of hundreds of dollars of Rewards that were collected during a similar deal in January with 25% Rewards. Second, to get to Premier level so they can get free shipping and recycle 20 cartridges per month.
No one is buying this stuff because it's great quality software, and the resale value must be so low because of the number of copies they've sold that they are not buying because of that.

Remember Tiger Direct? I am not saying Staples doesn't pay their rebates, but there are just so many things that can go wrong. Your checks can be lost in the mail or someone can steal your checks. It's unlikely but it has happened before and Staples is not very good at resolving those kinda issues.

You are almost 100% correct. To waste even less time, my suggestion is not to visit FW anymore. 100% of the deals here take time. If you don't see values in this deal, I don't think there is any other deal that is worth of your time.
After work, I quickly checked FW and found this thread on my phone. So, I thought I was lucky to get to Staples 4 minutes before they closed. Unfortunately, I completely missed the "online-only" part of the deal. I thought it was strange that the in-store weekly flyer was tiny and had no mention of FAR software and that they were just slow with putting up the FAR signs. I suppose I'm going to have to return the software (only bought 2) I bought.

The guy makes it seem like all of a sudden rebates are going to stop being paid and that is ridiculous. Yes, there are places that try not to pay their rebates (the current fan deal at Newegg is an example of one manufacturer) but Staples is not one of them.
Also I haven't done many Tiger Direct rebates but the last one I did a few years ago showed up without problem.

YOU CAN NOT USE COUPONS on DOWNLOAD SOFTWARE!!! they will be removed from the order. Rewards checks are ok.
If trying to make premier with this deal, be sure to include your rewards # with the order.
Does just the coupon get removed or does the entire order get removed?

I often look at the Staples process w/ 2 parts trepidation and 1 part sheer amazement. It's like... I envy the people willing to invest the time equity into the end game, but then cringe at doing it myself.
Anyway, there is more to it then then meets the eye (pros here, feel free to correct me I'm wrong).
People get a lot of rewards from purchases on previous hot deals and also by redeeming their ink cartridges. They then use one of the myriad of illicit or legit coupons online; many times bought from ejunkie (they these coupons usually allude me!) to sweeten the purchase price. With coupon and rewards, people then get FAR crappy software (preferably boxed I would think), sell the software (surprisingly, there is a resell market for this software) and cash the rebate; in essence double and/or sometimes triple dipping.
IMO, too much effort for me and maybe also just bad timing.
To dude waiting on $900 in rebate checks... holy bejebus! I laud the effort and to each his fw experience!
