When I bought the GOTY edition via Steam, it came with all DLCs that had already came out for the game (4 total).

Yeah I know, but I just wanted to give alvinkent some more information.
The PC Disc version went through some changes according to some of the Amazon reviews. The Amazon reviewers were complaining that the PC disc version had you go to a site and download each DLC separately in a zip format. They were one time use codes to activate them and people weren't too excited about that. Then, accordingly to some reviews, the GOTY edition started to come with a second CD with all the DLCs on it.
So, I just wanted to make sure there wasn't any funny business going on with the PC download version.

I got it through steam (same price). It wasn't complicated.
By second disc, you mean....second file with all DLCs together? (I saw the physical version was $15.)

Yeah, I'm assuming it arrives on 2 discs: 1 for the main game and 1 for all the DLC content. I'm basing that off of this Amazon reviewer:
