Nowhre did it say it had a tuner in it fir watching OTA channels NOR cable channels etc. What is has is a few inputs you can use to hook up satellite or an external tuner so you can watch tv. Again, no tuner means it is a monitor.
After looking this unit up and finding other data is says Compatible Modes ATSC/NTSC tuner which menas that after the free activation (whatever that means) you can use this with an OTA antenna.
The eBay listing mentioned nothing of the sort and POSSIBLY that is because it is not supported if the units being sold are previous hardware versions that in fact do not allow the tuner to be activated - possibly due to some kid of hardware issue?
You'll never know. Good deal though if you are not in need o the tuner.

I mean wrong in that it works fine with cable box or FIOS, etc connected. A case of what one defines as a "TV" I suppose.

It is a TV. It has a tuner. eBay descriptions are often wrong.
But buyers should note: (1) Its a Westinghouse, which might inform why (2) It had to be refurbished.
Do yourself a favor, and pay a little bit more for a new device from a reputable brand.
