Woohoo, does not specify a quarts limit. Our SUV takes about 3 more quarts than average cars so I always get ripped off on an overage charge at those "convenient" oil changers. This would be an even hotter deal for SUV and large engine drivers.

What is considered "High Mileage"???

I would suspect that "high mileage" is the oil type, not the actual mileage on the car.
Although I would not put it past the retailer to up-sale for additional profit.

I know what you mean, that is why I looked for a local mechanic that just charges me for the job. I pay $14 for the oil change and I bring my own oil and filter. Get the Synthetich at costco with coupon, and cheap filter at autozone. Specially if you have an SUV that takes 8.5 quarts.
