May be Amazon is sending codes to people who are not regular buyer to attract them to buy from Amazon.I do have two accounts with Amazon and one of the account got coupon code which i am not using on regular base. Just my thought

Nah, I've been a heavy Amazon buyer for more than a decade now and got the 10% off up to $200 offer. For example, there are 21 charges from Amazon to my credit card in the past 30 days...

I got the 10% off $100 one-time code in an email the other day. I shop there very frequently.
51 orders placed in 2012, Prime (student) member for a few years, and got no code. My wife's account, which I set up when I got her a kindle and has had virtually zero activity, got the 10% off $100+ code.

Guessing for CA it's probably targeted to the less frequent shopper. In my case, literally stopped shopping them since the sales tax collection thing started after having 91 orders (big and small stuff) to date in 2012. The 10% off one time coupon will essentially offset the tax for one purchase.

This coupon is just another example of how being a good customer does not yield one the best deals. (Anyone who has ever cancelled any service to force a better deal knows this truth well.)
I buy from Amazon weekly, often big ticket items, and got a 10% off of $300 offer. My wife is registered but purchases maybe once a year and got a 10% off of $100 offer. It looks like others who shop (probably more than I do) at Amazon received nothing.

I chatted with Amazon customer service about it. I just made a large purchase and was disappointed that they're response was that they're targeting "potential" customers. They initially said they couldn't send the link, but after explaining my loyalty, they said they couldn't give me the code, but they applied a $20 credit to my account to use whenever!
