If you have the original game and want to upgrade, you can purchase the GOTY UPGRADE via the steam sale (automatic) for $5.00. This includes everything except the Expansion (Gods and Kings).
Also, all the DLC packs seem to be available on Steam as well if you search for them at greater discounts than before...
One of the few games I still play and definitely the most popular strategy game in it's genre right now...
Updated: I went ahead and ordered from Amazon, since I had $5 promo credit from this plus $5 credit from this refunded to my account after cancelling and resubmitting an order. With $2.50 in Amazon gift card points it was free. Can't beat that.

It was a 12-hour flash sale, not one their 2 day Daily Deals. You can follow all of the sales on the Steam Website or on the Holiday Sale deal discussion here on Fatwallet.
This deal is back! I just bought the $5 GOTY upgrade. Also got the upgrade via GreenmanGaming earlier today

You can get Civ 5 GOTY and DLC and God's and Kings for 20 bucks on Amazon. I had the 5 dollar holiday credit so it came out to 14.99 it is called the "strategy bundle" and also comes with Civ 4 all DLC and Stronghold collection.
