Whole Foods is offering their amazing annual deal for Valentine's Day, but many may not know about it.
Typically, there are a variety of color options and assortments available. This is a B&M only deal, although a limited number of stores support online or phone orders. In the past, when I have purchased these roses, they have usually been of good quality, looked as good, and lasted as long as the much more expensive options.

I got some from WalMart several years ago (after christmas, of course, when it was on clearance for 50% off). They even have leds in them.

Actually, you bring up WalMart .... Our local stores stock roses in a large variety of colors for $9.95 a dozen (so, same as this deal) and last year they got thousands of them in for V-Day. I have never had a problem with the quality; they last well and open up beautifully.
Tip for making roses open quickly: Trim about 1 inch off the stems and place them in very warm water. I've also had luck using this method to revive "droopy" roses. And if you don't have the mix-in floral preservative, you can make your own. My favorite formula is two baby aspirin and a few teaspoons of sugar, but I've also heard that Sprite (non-diet) and bleach work well.
edited because I said "very hot" when it should have been "very warm." Don't boil the roses! D
