I have this Zyxel One (Link), I assume its the same only without the outlets,and its great. My router is upstairs, so I have the 2nd unit plugged in downstairs and it then goes into a hub. Everything streams at the same speed as my upstairs computer.

Will powerline work across multiple phases and circuits?
Yes. First-generation powerline gear worked only on conducted signals. So it would not work across the two phases present in most U.S. homes that have 220V / 240V split-phase service. But current-generation adapters work on both conducted and radiated signals, and work across phases just fine. for more information.
Just bought this last week for 4 bucks more so I can have a quality network connection to stream on my Sony media streamer in the basement (2 floors away from router) and it works great. HD Movie from Amazon Prime streamed without a hitch.
This also works without messing up my Insteon automated lighting.
