Those directions are for changing the firmware on the PAP2. I would think that the router firmware includes the VOIP functionality and that the PAP2 firmware would not work. Is this correct? Is there proven way to unlock this?

Sorry, was thinking Linksys + Vonage + unlock and immediately jumped to the PAP2. Check dslreports.com forums as I'm sure it's been addressed there. Supposedly this is the wireless version of the RT31P2 if that helps your searching.
