This sort of reminds me of a promotion that Ralphs grocery offered a few years back (I think it was called "Great Escapes"). Very few people were able to actually take advantage of the "vouchers". There was a class action suit, and Ralphs ended up sending out coupon books usable in their stores as settlement.

I certainly hope this one works better!

Returning merchandise to Penney's without a receipt will just get you in-store credit. I guess you could always fleabay the gift card or something? With a deal like this, I would assume Dockers will work directly with Penney's to check receipts in the system before giving out vouchers. Who knows though?

I can see calling Micheal from Dockers again this year - I think I pass as I can guarantee that if you try to take advantage of additional tickets it'll be impossible or outrageously priced...

From my past experience, JCP has one of best customer service. If you still have the receipt, I would ask very nicely if you could return your item, and rebuy them so that you could qulify for the free tix. If true, tell them a nice story that will make their hearts melt. Such as, this ticket will come in handy when I visit my mom, I haven't seen her for ages. Or this will allow my son to come home for Thanksgiving this year, you get the idea.
