Does anyone know why sprint changed their ETF rules only for new connections after nov 2, 2008 (prorated) and not for older contracts.

I have the $30 Sero plan with approx 7 months left on a 2 year contract. Is it possible, and what strategy might maximize my chances of getting something similar to this plan mentioned earlier:
