The refund offer is not region specific. You can submit a 3x5 card with your full name and mailing address along with the upc off the package and your cash register receipt to the following address;

I googled Tum rebate and some web site wanted to charge 0.05 for this rebate form.

Do I need to circle the item on the receipt?

Yes, follow the same directions on the form. Form asks that you submit original UPC from box, on receipt circle purchase price, just says submit receipt (done not say original, so a copy s/b OK too) and this is LIMIT ONE PER HOUSEHOLD. I would make a copy of the non-form submission for your records.
