do you need a jcpenney card to use it?

I printed them in smalls just like when you first see it. They worked fine till my last purchase, where they told me that they just got a call that they should not accept them...

I was denied the use of this coupon in two stores, the sales associate said they were told not to accept printed coupons. Anybody else who got the same response?
