Does this mean you will receive the offer AFTER you register? or you need to have an offer email/letter before you register?

From everything I've read about this promotion, you must have received an offer in the mail directing you to it. Has it been confirmed if ALL AMEX cards work or just certain people that got invited to the promotion?

Just before you sign up there is an agreement notice . The first few paragraphs seem to cover/answer your question (#B). I would also think if your uneligible your card at sign up will not be excepted :

There's no way a credit card issuer can tell what you bought unless the merchant specifically lists it on the statement.

I would say buying 2 $40 gift cards are good.
