You know what? They didn't tell me that they considered my purchase is for resale or business purpose, all they said is that I violated a eBay or Paypal rule. And after research, they said it is Paypal who denied this payment. They threw the ball to Paypal and tried to make the situation more complicated.

As I mentioned earlier, I talked with Paypal marketing department and account specialist on the phone, and they said there is nothing wrong with my Paypal account.

HP Pavilion dv5t series for $549 (Pentium(R) Dual-Core Mobile Processor T3200 (2.0 GHz)

Check your PP account and see what additional funding sources you listed. eg: credit card or bank account.

just tie a cc to your account and use that to pay.
