The rebate form on the QuickBooks says limit of one per sku/household.
Does that mean we cannot purchase this and still qualify for the rebate if we submitted the offer before this year?

No. Same terms in the Feb. (#09-65661) and Mar. (#09-76482) rebates on this item and both of those rebates were paid.

As long as the rebate offer number is different, its ok.

They are not liars. The terms for the Intuit offer in Parago's system for offer 09-80703 state one rebate per product per person or address per year just like other recent Intuit rebates as already discussed in this thread. Intuit rebates are NO longer one per person or address per promotion like most other rebates as some here would have you believe is still the case. If that were true the one per year restriction would be redundant and irrelevant since rebate offers are NOT reused. There would be NO need for a yearly limit per offer stipulation if it was still per offer since the offers already state a limit per person/address per offer.
Intuit changed their general rebate terms a couple of months ago to limit their rebates to one per product per year per person/address REGFARDLESS of the promotion number and even though this is a Staples SER it IS paid by Intuit. Office Depot also has Intuit QB SimpleStart 2009 FAR this week and their rebate forms correctly state the new Intuit rebate terms. At least for now Staples has not updated their Intuit SER form so you have some deniability of the new Intuit rebate restrictions. That still does not guarantee that you will not have t fight for your Intuit SER rebate. However in the end for this particular Intuit offer at least Staples will make good on the rebate if Intuit does not because the current terms have no per year restriction .

Yes, I know there are $25off$100 from e-junkie. But those you have to buy, not free. Some of us wants coupons for FREE. That's why I thought I mention it. But it's your choice of course which coupon you like to use.

Nice score...should've required $175 minimum purchase for both coupons to work, so one of those $25 coupons must've been coded as $25 off $25. I've had that happen once before.

A manager can overide any and all coupon usesage.
I assume he bought in store.
