I dialed my own Google Voice numbe, and pressed * at the voice prompt, and then my PIN, then 2 and then 631-763-1059 and then followed the instructions by the OP. Well, it did not work for me. I get the message that the number can be be called (I followed the instructions by OP, but to no avail).

Caller ID block is not 100%. An easy example is if you call 911; they see your caller ID even if it is blocked.
But many corporations also have this technology. If you are a TigerDirect customer for example, try calling them with ID block 'on' and ask them if they know who's calling. Yes they do; I learned this some time ago and was quite surprised when they answered the phone and greeted me by name (my caller ID block is always on by default; I have to dial #82 to UNblock it).
ringplus.net is a similar service, with ads. You've to register for it.

Seems they could charge you any amount per minute to use them as the gateway. Just like we see the late night ads for lonely men/women. I don't trust it. Be aware you just might get stuck with a long bill come end of you billing cycle.

But the OP is a New Member! There is no way this could be fishy!
Edit: That's not to say the OP is trying to scam people at all, more simply that new member + fishy deal is another red flag.

If you are calling a toll free number, call blocking does not work because the receiver has to pay for the call therefore the receiver has the right to see what number he has been charged for. If that makes sense. The way I call people without my number showing is, I set up an account at voipvoip.com. You have to pay extra for a local number so I didn't purchase one. But I can still dial out and pay a couple of cents per minute for the call. On the caller id it shows my account number (which is like 555-111-111 or something crazy like that, not a real number). It is completely impossible to trace such a number. I have this set up as my second line on my voip box since I wasn't using it for anything else.
This looks like a good deal when initiating the call from the USA.
Calls from the UK are routed through a "national" number area code which normally gets charged somewhere between 8~10c (5~10p) per minute.
There is a big campaign against this type of "national" number as virtually all businesses use them to help generate money when calling customer services etc.
They should be making money on the UK side of the business.

Dialing *67 , just prevents your number to be displayed to receiving party in US, not if receiving party is outside US. Even if the call receiver is in US, it will hide the number from receiver, but not from the exchange which is handling and/or routing the calls.
