Is there any indications this unit you bought was referb?

I believe the "R" at the beginning of the model number (on the box only) designates it's a refurb since there is no such model number. I haven't yet looked at the unit since I picked it up today over my lunch hour.

It turns out Newegg's price is inflated compare to how much it's selling for elsewhere. Big Lots price was great for a DVD recorder with built-in TV tuner supporting clear QAM. But I ended up passing because it's an old first-gen model, doesn't have HDMI out, and there were multiple complaints on avsforum of the unit resetting itself every few turn-ons and having to reprogram all the channels again.

On the specifications that are repeated everywhere, they don't mention DVD-RAM.
Before my last [Samsung] DVD recorder broke, the DVD-Ram allowed for removing commercials from recorded programs without breaking them into separate files, and adding "Markers."
There's also the function where you can use the DVD-RAM to Pause and Replay while you're watching a live program. The old Samsung didn't do that...
But anyway, I'd be reluctant to get a DVD recorder without DVD-RAM capabilities.

Before my last [Samsung] DVD recorder broke, the DVD-Ram was supposed to provide some superior editing capabilities compared to DVD-R, and adding "Markers."
Higher end (or more modern) recorders allow you to use the DVD-RAM to Pause and Replay while you're watching a live program, DVR-style. The old Samsung didn't do that...
But anyway, I'd be reluctant to get a DVD recorder that didn't list DVD-RAM compatibility.
On the other hand, $30 for an ATSC tuner is pretty good, if the tuner is any good.
Don't forget to get a Surge Protector. The cheap piece of Chinese electronics you save may be your own.
