Go to bing and do a standard web search for "Settlers of Catan" - on the right hand side will be a bing sponsored link for 25% CB at Drugstore.com.
Click on this link, sign in to bing, go to Drugstore.com and buy. $29.74 upfront (which, in and of itself, is not a bad price and cheaper then Amazon), get $7.43 back(much later), final "price" = $22.31.
Note that if you do the shopping search (go to bing.com/CashBack) and then search for settlers of Catan, you get a lower CashBack (only 10%).
As an added bonus, if you purchase, you earn $1.49 in Drugstore.com dollars! (I know, that just tipped the scales for all of you!)
UPDATE: As of 11/5 AM, it appears to have dropped to 20% CB. ANOTHER UPDATE: Back up to 25% CB (11/5 PM). I won't keep updating, but know that it appears that CB is fluctuating. Try a different browser or a different computer or a different time and you might get the 25%.

I got it two Christmases ago for $15 as a gold box special that sold out in around 10 minutes. I haven't seen Amazon drop their price anywhere near that level since then and I leave one in my cart at all times so I am alerted to price changes just by logging into my shopping cart.
From Amazon itself, the price has not been below $30 since last January. For their 3rd party retailers, there was one short drop below $25 about 6 months ago. At the end of 2008, it looks like you could get it for $20 on Amazon or through 3rd party. So you might want to wait to see if the price drops to entice buyers this holiday season as well. But if you have confidence in bing (which, I realize, many people do not), you can essentially get it now for $22, which is close to the lowest it has been on Amazon for 2 years, and should get shipped to you in plenty of time for the Holidays.

This is a debated question. On the eBay-bing thread, some people indicate they have gotten it to work. Staff are clear that CB should not stack, and could cancel out. You are certainly able to give it a try, but YMMV.
However, apparently, if you got the email from PayPal, (look in Deal Discussion), you can pay with PayPal and get 5% CB in addition. Since that would be off of the original $29.74, that would save another ~$1.49.

PSS. Be forwarned of OP's comments!! This is a very addictive game. It even turned two of our family members who usually hate board games into fans who beg to play this game when we have a chance for family time.
The game itself can be fairly slow paced, but still a fun all-around game. Family friendly aside from the occasional “I’ve got wood for sheep” comment that invariably comes up. Good price! Lowest I’ve seen this is around $35 for an open box item.
I just now clicked on the banner ad that said 20% (as I said above, it is fluctuating) ... but when the bing window came up, it said 25%. If you are waiting on the bing CB, I would encourage you to save a copy of that window (I am attaching the one that showed up for me), in case they try to deny the CB. I don't see why they would deny it, but you never know. I cannot find a bing terms page on Drugstore.com, and nothing about purchasing this seems to conflict with the standard bing terms and conditions.
sweet deal - I just ordered catan and carcassone! Been waiting on a deal on these two games - now I've got something for the family to do on thanksgiving!

Carcassone is a similar style game but with "domino" style building board game. Also a lot of fun - and much faster paced.
Thanks to FW community for now hooking me (and my family) up to two family-friendly games I hadn't heard of before FW. These have become our family favorite BY FAR.
