would this be good to use with Windows Home Server? I'm looking for a powerful enough pc to run that OS and handle basic things like indexing libraries, network transfer files and quick access to remote files. I was aiming at dual-core to be safe but the low power requirements on this cpu is tempting to me.

see if you can still find a dual core BE 2400 or something in that series, I think the its only rated at 35 watts.
wow great deal on the 140 I wish I had a mircocenter in tampa would be nice for a simple media center with a 4650

All BE-2xxx were 45W. Now AMD has Athlon II x2/x3/x4 XXXe line with 45W TDP (235e/240e/400e/405e/600e/605e). But you have to pay premium for "e" ending, and it's a bit difficult to find.
