These devices are popular with runners and other endurance athletes. It is more of a training device than a navigational tool. The GPS keeps track of your speed/location/elevation while the heart rate monitor keeps track of your effort. You can use the device to pace your current workout, record your past workouts, or compare your current effort to past efforts on the same course.
The price has come down somewhat since the Forerunner was first introduced a few years ago, but this is the lowest that I have ever seen.
