I here RA has a good return policy.Fraud FSA contributions are lawfully earned, untaxed (and unreported) income. Seems to me if items purchased with FSA dollars are sold to obtain a non-health benefit, then a taxable gain is realized. Tax evasion (not "fraud") would occur if the gain is not reported.

Yes. You can also print a fake receipt or use a friends receipt. All of those methods work, and they are all equally legal.
Whatever you do, be sure to use it. If you use it at a place with lots of CashBack rewards (fatwallet, other external, and internal) on stuff you don't need, at least you'll get the rewards back.
Last year I used extra on first aid kits, sunscreen, etc at drugstore.com and ended up using all the extra drugstore.com rebate for non-FSA drug-store type items once January rolled around.

I had to drain mine this weekend, didnt end up having to use any of it this year. This is just the online list, I went to Walgreens and spent another 200.00 tonight on a few more items. I will still have close to 300 left...Last time I enroll in FSA.

IIRC there is some kind of line drawn about sunscreen being OK but if it's a "lotion" containing sunscreen it's not eligible. That would exclude a lot of pricey skin care, although how the line is drawn seems to be at the discretion of the plan administrator since most of the eligible sunscreens are in a lotion base.
Glucosamine is definitely an fsa eligible expense. You do not need a prescription for it. If you have an FSA debit card, all you have to do is pay with it and there is no paperwork to submit!
