You lent someone money and they pay it back to you on PayPal? That's done all the time (ignoring the PayPal sucks stuff).

Many view PayPal worse than the Gestapo, but they aren't your on-demand collection agency. If they're going to take money from other customers' accounts, they'll keep the money for themselves.

Honestly ignore this question it is not enough info to remotely guess what op is asking.

yes. sue the party that owes you money, get a judgement, get a writ of attachment and serve it to paypal. Then if you're lucky paypal will give you whatever money they are holding for him in his account.
