I have not tried but I expect you will at the very least need a UK address to apply.
Note that the 5% is their "Annual Equivalent Rate" as described here: AER stands for annual equivalent rate and illustrates the interest rate if it was paid and compounded each year.
So it looks like it comes out a bit lower. Still much higher than 2.35%.
I do know someone that maintains an account in Canada by using a friend's address. I suppose you would have to represent that you maintain a residence in the country.
I would also love to open an account in either the UK or AUS but my limited research showed it to be hard to impossible without actually being in one of those countries.
But if some FW member smarter than I can make it work then this would be a great deal.

Looks like it is probably a no-go for FWers in US. From the UK website:
To open an ING Direct Savings Account you need to : Be aged 18 years or over Be a UK resident for tax purposes Hold a UK current account (with a cheque book and Direct Debit facility).
Of course if anyone can find a work-around, I'm sure many would be interested.
