Similar to the best no-fee balance transfer deal thread. However since no-fee 0% deals are getting less common a thread with fees should be started. So this thread should have 0% BT deals with or with out fees, however the deal must have a maximum fee. For example, 3% $10 min. $75 max. Many issuers are now offering 3% no max fee, which kills the deal for most FWters.

Bank of America Link to check if you are pre-approved. I'm pre-approved for almost 12 months, but I cannot find the balance transfer fee in the fine print. The offer for the Visa Platnium card directly on the web site is "Cash Advance and Balance Transfer Fees (including Overdraft Protection advances): 3% of each advance (min. $10)." No info on "maximum".
Chase has many 12 month BT deals for 3% of the amount of each transaction, but not less than $5.00 nor more than $75.00.
Citi has many 0% for 12 month no fee deals. (Citibank Premier Pass card has a BT for 12 month from the date of the first transfer which can be used any time within the first 12 month. Same is available on the Citi Simplicity.)
Discover Platinum has 0% for 12 months no BT fee with application. (Discover will allow additional no-fee BTs during the first 3 months of the promotional period.) (Going thru Ebates.com will yield a different, better deal than posted in the other link here. Ebates.com gives an additional $10-20 kickback in addition to a special $10 deal from Discover plus the 0% ,0 Fee BT from Discover.) $40 bonus available through cardoffers.com (look under Morgan Stanley).

MBNA still offers the Motley Fool card with a no-fee BT for BTs requested during the application process. Downside is that the promotional rate is only good for 6-months.
Bank of America also offers a 6-month no-fee BT on most of their new credit card applications.
First National Bank of Omaha offers a 12-month 0% BT offer. No fees on BTs during the application process -- not sure whether BT fees are assessed for others processed during the promotional period.
Also note that Discover will allow additional no-fee BTs during the first 3 months of the promotional period.
It is worth mentioning that Citibank Premier Pass card has a BT for 12 month from the date of the first transfer which can be used any time within the first 12 month.
Good use for this is to stagger your 0% BT offers so that at least one of them will extend longer than the rest if you're applying for more than one card at a time.
I know some people can't take advantage of this, but I just opened a USAA Platinum Cash rewards card. It's a 0% BT for 15 months from the time you open the account with no BT fees. They also seem very generous with their CL. I only have a few cards and my high limit was $9000 (Discover 0% for life), and they approved me over the phone for 18k.
It's also 0% for 15 months on purchases made through Jan '06
Even better: Citi's Simplicity Rewards gives you 0% 12 months no-fee, *AND* a $100 gift card. Are there other's like this? I seem to recall Chase had a similar offer.

The Advanata is a business card. Can a regular joe without a small business get this card? If you must have a business, how hard is it to create one (say personal finace consultant on interest rate spreads ?

RBS Platinum MC 0% APR on purch and BT for first 10 billing cycles. BT fee min $5 max $60. They gave me 5k CL, which I considered quite generous compared to eg Citi with CL $0.5k.
