On my diamonds reward card, i already receive $10 WalMart gift cards every month. I'm thinking if I can do this $40 rebate for my other account. Went ahead and did it, as I hardly ever have a balance on this card.

No quite. They will send you four $10 rebate coupons, which can be submitted once a month. The rebates will arrive approximately 6 months after submission. So altogether, it will take about 10-11 months to get $40.

When I enrolled in this offer I got a $ 40 check after 3 months. I don't know if the delay was a processing delay or that I made a purchase on that card and also paid the protector fee of $.2 the previous month. Never used it again.

I spoke with CSR and she confirmed that it is a single $40 rebate, not 4 $10 rebates. This is consistant with the wording of the offer: Get a $40 rebate coupon (valid for any purchase).
Edit: She also said the rebate takes about 6-8 weeks for processing from when mailed in.
