This is very similar to a previous Citi promo posted by pedro0223 here.

I have recently moved, and this is clearly a targetted offer mailed to Citi credit card customers who recently moved. However, the promo code is generic (MVR4), not individualized to me. So other people may (or may not) be able to take advantage of it.

As the thread linked above shows you, Citi has tried to avoid paying the $200 promo to some people who participated. However, the Quick summary of pedro0223's thread seems to indicate that quite a few people got their $200 without having been recipients of the targetted offer. I'm sharing the promo here so that people who want to try can take advantage of it. If it works it's a pretty easy way to make $200.

I don't have a scanner. I'm typing up the offer and terms as follows. Hope it helps. (I'm typing the important lines, leaving out the sappy "feel-good" marketing phrases.)

Make your new place feel more like home

Open a Citibank Regular Checking Account and get up to $200

Just open a Citibank Regular Checking Account by 8/31/06 and receive $100. Then link the account to any Citi Credit Card and pay your Citi Cdedit Card bill by simply transferring money from your checking account and receive an additional $100.

...
[lines about Citibank makes life easier for you, 2700 ATMs, 24/7 customer support, ThankYou Network, award-winning Citibank Online, etc etc etc etc etc]
...

Come in today to speak with the manager of your nearby Citibank Financial Center or call 1-866-335-1229 and mention code MVR4. Don't wait - the welcome offer expires 8/31/06.

Additonal info from reverse side:

To be eligible for the first $100, you must open a Citibank Regular Checking Account by the offer expiration date, and you will receive $100 credited to your new checking account within 120 days of account opening if your account is in good standing at the time the credit is to be posted to your account. To receive the second $100, you must link your new checking account to your existing Citi Credit Card and pay your Citi Credit Card bill by transferring funds from your new checking account at a Citibank ATM, a Citibank Financial Center, by calling CitiPhone Banking, or by using CitiBank Online. Check payments made to your Citi Credit Card bill do not qualify. The second $100 will be credited to your new checking account within 90 days of paying your Citi Credit Card bill if your new checking account is in good standing at the time the credit is to be posted to your account. All amounts credited to your new checking account will be reported to the IRS as interest earned in the year credited. One offer per customer. Offer not valid for existing Citibank checking customers. Offer is made to US residents 18 years or older only. Offer may be modified or withdrawn at any time without notice. I actually used this code back in May. I received my $200 in just a little over 2 months without having to nag citi about it.

Does Anybody have a scan of this offer? The OT mentions that he/she does not have a scanner, but if some talking with city is neccesary down the line it would be helpful to have the offer letter....

Reading over the Citi website and it seems like their "Regular Account" has monthly fees if you do not keep a balance of $6000
https://web.da-us.citibank.com/cgi-bin/citifi/scripts/prod_and_service/prod_serv_detail.jsp?BS_Id=ChkCBA&BV_UseBVCookie=yes
Their terms for specifying a "balance" are reather loose though since it can be in your other accounts and credit cards

Does this count toward the balance requirement?

My question is if I have a Citi card with a credit limit above 6k, does this qualify me for no fees?
I didn't quite understand their terms about linking credit cards
