This is very similar to a previous Citi promo posted by pedro0223 here.
I have recently moved, and this is clearly a targetted offer mailed to Citi credit card customers who recently moved. However, the promo code is generic (MVR4), not individualized to me. So other people may (or may not) be able to take advantage of it.
As the thread linked above shows you, Citi has tried to avoid paying the $200 promo to some people who participated. However, the Quick summary of pedro0223's thread seems to indicate that quite a few people got their $200 without having been recipients of the targetted offer. I'm sharing the promo here so that people who want to try can take advantage of it. If it works it's a pretty easy way to make $200.
