Buy a pony and charge people for rides.
Search! Read the FAQ. Nobody wants to answer another "where should I put $X" question. Although some people will probably tell you where you can put it.

Yeah, how about some Natural Gas futures contracts... I heard from my cousin's ex-girlfriend that there's a great hedge fund out there called Amaranth, that has made billions: I don't know, it might not be too late to get in the game.
Could go buy some real-estate, use the 40k as a down payment on some random single-family rental home in San Francisco, and plan to flip it in a few years, that might have a high possible return.
Or lend out to random people on prosper.com and HOPE they repay their debt to you..
One could always fall back on Vegas... a little domain name speculating, or buying a bunch of of next month's out-of-the-money calls on biotech penny stocks. If the speculations turn out to be exactly right, the return will be among the highest possible, I know of. --
More seriously, I suggest you educate yourself about personal finance and investing -- you should read books on the subject, OR use some of that money and hire a qualified fee-only financial planner, who can actually give you ADVISE.
In the mean time, I suggest the money be left in a savings account or a 6 month CD.
You just said you want the highest return possible -- but you didn't say how much risk you find acceptable: the HIGHEST returns possible will come with a high risk of a total loss, and possibly with a risk of losing more than your initial investment, and having a debt to repay.

Personally, I'd do an hour with Joe Rosenberg over any length of time with Cramer.

You'll make millions off that $40k and retire in the caribbean sipping coctails on the beach and enjoying a huge yacht. Just watch out for the gorillas in the amtrak car.
