very simple - the elite 15K points has a yearly fee of $75 - the usual offer is 5K for the basic card. and yes, nobody wants to pay $250, that was not the highlight of the offer.

just apply for elite through card offers dot com, get your 15000 points plus $xx from card offers and call withing 30 days to switch to basic card. You'll get prorated refund of annual fee and keep your bonus points and BT terms will stay the same (last time I've applied fee was capped @ $75)

actually, it says "However, there is no fee with the 0.00% APR balance transfer offer described above."
