I thought it would be helpful to start a thread listing all banks that offer free ATM use at all ATMs (even ones not owned by the bank in question). I'm sure I'm not alone in wanting to jump ship from BOA (their customer service has become terrible over the past couple years), but I've stuck with them because of the convenience of finding free ATMs everywhere. I would happily jump ship to any back offering me free ATM use/ATM fee refunds. I searched and didn't find a thread devoted to this issue. Please respond with the name of banks that offer this service. I hope others find this helpful!
Update: I just wanted to thank everyone for their great replies! This is very helpful. Thanks all!

Up to $1.50 per transaction, so for example if you use an ATM with a $2 fee, you are out .50.
that's not so cool in these days of alot of atms charging $1.75 or even $2.00
I'll add another one to the list: State Farm Bank..Unlimited atm rebates of any amount as long as you have either direct deposit OR any ACH IN for the month (they specifically mention either will do it)....This is on their no balance requirement, zero interest checking account....
Also Ebank's Efree checking was has no balance requirement and pays 3% APY has Unlimited Rebates also....
update for OP...State Farm Bank now actually gives unlimited atm rebates on their checking account if you either have a direct deposit go in once a month OR and ACH IN from another bank of any kind.....If you don't do either of those, then it would be the $10 rebates as you mentioned....oops...never mind..i see you already updated it with that info....
Cool thing with them is you don't have to sneak in a simulated DD they actually allow it....LOL
I opened an acct with Century Bank in Dallas, TX and came to know that ATM is free anywhere. They even refund the fee the other ATM charges. They said they have a software which tracks how much they charge and will refund the fee. I still have the acct although I am here in Denver now.
Monthly direct deposit to your Smart & Easy Checking account Automatic monthly payment to a Mechanics Bank loan 5 or more monthly online bill payments through MechDirect Internet Banking $1,000 minimum monthly balance in the Smart & Easy Checking $5,000 or more combined deposit balances
ATM Surcharge Rebates*: Unlimited ATM surcharge rebates available when any one of the above fee waiver criteria is met (no additional balance requirements).
* Actual rebate amount depends upon the actual surcharges incurred.
**When you fulfill any one of the "Five Easy Ways to Get Free Checking", the monthly service charge will be waived. If you do not fulfill one of these criteria in any given month a service charge, not to exceed $8.00, will be assessed and ATM surcharge fees will not be rebated for that month.
TD Bank Northoffer No ATM Fees If you live in NJ/PA/NY/CT (they refund the fees I get charged at the end of my statement monthly cycle)
The good thing the mention"No ATM Fees" is written on the Visa Debit card
Liberty Bank offer break free checking ( U need to visit one of their branches in Connecticut to open the checking, )
* We’ll never charge you to use any ATM, anywhere. * We’ll refund any fees other banks charge for using their ATMs. * Your refund will show up on your very next checking statement. * No minimum balance requirements. * No direct deposit requirements. * No monthly maintenance fees.
What else?
* FREE Online Banking with Bill Pay * FREE Liberty style checks * 24-hour LibertyLine telephone banking * 6-day-a-week live contact with our Customer Service Center * A Debit MasterCard with 24-hour ATM/debit card access.
I don't like mentioning bank that offer "No ATM Fees" with restriction, minimum balance...like commerce bank or PNC.
