There is no absolute "best" online broker. It depends on what you want and need. Are you actively trading? Stocks? Mutual funds? Do you need a live human to talk to? Everyone's needs are different. While cost is certainly a major factor, it's only one of many.
Personally I've been very pleased with both Scottrade and Schwab. I would probably only be at Scottrade except that some mutual fund families that I wanted to purchase were not available at Scottrade.
P.S. Do an online search. You'll find articles comparing and rating online brokers. I think there was one not too long ago on www.smartmoney.com.
