I called the number and ask for reward upgrade, increase in credit lines, and lower my APR.
I got my reward structures changed to every dollar spend earn 3 pts and increase of $5k without pulling credit report.
And they did offer 6 months of 5.9% but I told them hell no since I have 8.49% on my AMEX for life. But they didn't budge.

Appears to be targetted since I called up and they said there was nothing they could do for me. I currently have a 7.49 apr for purchases/cash advances but they just can't increase my embarrassing $1000 credit limit. I mean I have a 770 fico, 35k with AMEX, 10k with mbna, 15k with BoA, and a whopping 1k with cap1. But can't really complain, I'm studying abroad and I'm actually making money when I use my card 1% fee - 1.25% Cash Back. Just wish there was some way to increase the damn limit.

you're current condition is better than my where my APR is too embrass to said on this thread but I pay off my debt every month. I had this card since college and I remember I started w/ $200 credit line....now it with this increase it is up to par now with my other cards....
I still have some 4.9% for life with them, but cut the balance in half about 2 months ago as it was as not as profitable as my promotional 0% BT and 2.9% for life on other cards.
I'll see what they offer.
Q: Is it better to call CapOne during the day, during the evening, or on a weekend?

I got the same offer... increased my CL by $5K. Asked about BT offers/decrease APR back to previous % (currently 19.94%, but used to 9.9% - not that I actually use this card), but everything else was a no-go. Better luck to everyone else. I've had this card since '99 and it's been one of my lowest CL - with no CLI button or ability to request by CSR. It's one of my oldest, so it'll stay in the sock draw.

Well, I called them and they doubled my limit from $500 to $1000. Good find, OP.
My CapOne is my oldest and has historically been the most useless, so its... well, slightly more useful than before but not enough to call "useful".

Thanks for the post! Recently received the same offer! Was very interested, but a bit hesitant as I received three similar letters in one week regarding the same account number! Just seemed fishy, so I googled the phone number and found your post! I've been a long-time FW lurker, so I feel confident in calling now. Hopefully they'll bust out a lower APR for me! Thanks, again!!!
If anyone is thinking about doing this, I highly suggest it! The call was quick and easy. I got them to temporarily lower my APR to 0% for six months. This is great as I'm currently paying off my recent wedding charges! It will help tremendously in paying off that debt!!!
Upgraded wife's Cap1 platinum card to cash rewards (1.25%), and gave 0% for 6-months. But refused to increase ($10k) credit line.
Edit for clarification: wife did not call this phone number unsolicited; she received three capital one mailings asking her to call it to receive account upgrades.

Just called.
The offered me the rewards program, $5000 increase in CL, $10,000 CL Increase, Or 0% for 6 months.
They could combine the 0% and Rewards, but the CL increase could not be combined.
I'd been putting off calling for awhile and finally got around to it. They offered a $5k CLI. I was recently upgraded to the No Hassle Miles card out of the blue, but I never fly. I asked to switch to a different rewards card but got denied. As a consolation prize, I suppose, they upped my points per dollar from 1.25 to 3 for 6 months.
Not exactly what I wanted, but worth the 5 minute phone call.

I had called capital one last week to see about BT specials (not referencing this offer) and they declined my request to increase credit limit stating that they are unable to accept requests for credit limit increases on that account.
I called for this offer today and they offered me a $10K increase. I asked about 0%, and they didn't give me that option.
Never got anything like this before: I just called (11/07 2:15 CST), and was told that the system for that program was down; they have their best experts working on it; I should call back in one WEEK, when they expect to have it back up again. WTF?
I'll try again tonight, and see if it get the same response.

Green for you. They didn't do squat for me, but at least someone answered the phone immediately.
I called them with letter in hand. Was on hold for about 3 minutes after which a rep said they couldn't do anything for me. The balance was at 0 so I just wanted a limited increase on this oldest card. I asked to speak with a supervisor. After about 5 min "Charlie" got on the line. He said he couldn't see where my acct was coded for any offers. I read him the letter I had and he said sorry, he couldn't see anything. He said I could fax my letter to the dept that "takes care of these things." I told him the offer ends Nov 15 and how long would it take to fax, sort out, etc. He didn't know.
Then I asked to speak with his supervisor. That's where it got silly. He said he "didn't have a boss." I said, "what do you mean, you don't have a boss? Are you the CEO?" He said, No, I'm not the CEO but I don't have anyone to answer to." We went back and forth a couple of times and I just gave up. It was already my 2nd call to them. It's just not worth it.

got the letter today, and calling to ask for CL increase -- got stuck on hold for literally 31 minutes.
i called in to get a higher cl. i have great scores and income, 50k with AMEX, 23k with Citi, 19k with Chase, 18k with Bofa; all recent accounts, but mere 1.5k on capital one. i use this card when i travel, and i topped it off twice this year during trips to europe... so i need a larger ceiling. they gave me a 500$ increase. gee. thanks.

Both my Capital One cards have been aggressively trying to get me to "upgrade". I've been ignoring them, but they must really want me to upgrade for some reason since they've sent me several postcards and emails per account. "Deadline Extended" they say, please call us...
I'm suspicious that part of the upgrade would include a sneaky change in terms to take away benefits I currently enjoy (or else why do they care so much?). They're offering me a lower APR (don't really care), more No Hassle Rewards (don't really care), and other nebulous features. Maybe if they offered a decent CLI I'd be interested.
Can anyone comment on any gotcha's here?

It's a strange promotion. My wife got plenty of the letters and finally called in. They offered to add the miles program to the card but wouldn't do anything about the credit limit. Since that was all she wanted, it was pretty disappointing. Then, about two weeks later, the CL magically went from $4k to $7k (after not moving for years).
Really strange promotion. It's got to be annoying more customers than it pleases.

It feels that way! Sometimes I wonder if they are just surveying their customers to see how many letters it takes to get a call back on this kind of promotion.
The letter's wording makes it sound like you have a choice to pick from, but you really don't - it is pre-decided by them. (I'm letting the attorney general of my state take care of their deception.)
Didn't get this offer but I called anyway, seeing if I could get ANY kind of CLI increase or card upgrade...
It's a 7 year old card, started at 750 now is at 1750. Probably put 5k on it alone in the past 2 months (multiple payments per period...)
According to them, my account is under "proactive review" and I should be getting a CLI soon...and of course, I'm not eligible for any upgrades. Very nice of them to tell me about AU's, purchase checks, and everything that DIDN'T relate to my situation.
As soon as new year comes around, I'm just going to put the card in my safe and never look at it again. Bastards.

I just got a targeted offer today. I called and the CSR offered to upgrade my No Hassle Reward rate from 1 point per dollar to 1.25 points per dollar.
I got the most recent letter, as well as the previous, and they said when I called them that sending me the second one was a mistake, and they accidentally printed a duplicate (despite the fact that the new one clearly has a different expiration date). They weren't able to give me any upgrade at all, despite the fact that it said guaranteed in the letter, because I already received a recent CLI and am already at 1.25%.

Looks like they are getting desperate, I helped my step daughter get a Capitol One card about 5 years ago. While she is still in School I hold it for her and plan is to hand it over to her when she Graduates this Spring. For awhile I was using it to make some online purchases just to have some usage on it and help build her credit. Have not used it for over a year and got a letter yesterday that I found amusing. Started with:
You never write. You never call. You never charge. What did we do? Or (gulp) not do? No holding back, Here it is. This relationship is not working. But it's not you, It's us.
Then gives a number to call about upgrading all sorts of features

No go with my card ! I got the targeted letter, called them up. They said the system would not allow an upgrade, after two minutes of negotiation, it seemed no upgrade was possible, so I said, sorry card is going to the sock drawer. The only good thing about CapOne is the fact that they don't charge you extra when you buy overseas. So I guess that will be the only time I use this card

That's funny. I have a C1 that I never use - but they charge a $2 monthly fee, which makes the account look like I'm carrying a balance on the CR. When I threatened to close they gave me a CLI rather than remove the fee (whoa Nellie!). So I end up making the occasional purchase and then overpaying the account so there is never a balance to report to the credit bureaus.
Why not just ixnay the card? It's my oldest... dang. Anyway, that's pretty funny.
Got the letter as well couple weeks ago and came across this thread this morning and it reminded me. I called and they gave me a huge whopping $500 CLI on my card. Went from $3000 to $3500. WOW!
Got a offer today, increased my reward by additional 2 miles per dollar for next six months and lowered my APR to 9.9 for next six month. This has been offered to get us use the card more often. Call 877-513-9959 and ask for upgrade. offer expiring 3/10/08.

I'm getting decent rewards at Chase and Discover, I don't carry balances (so lower APR doesn't help) and even if I did, I'd probably use my Prime minus 1 HELOC, and a CLI isn't all that useful for me. It just doesn't seem worth taking this card back out from the sock drawer, much less making this call....
After receiving several mailers, the latest one being in the form of a security envelope (the ones where you have to fold and tear away the edges), I finally called for my "upgrade", since I'm looking to use the card heavily for foreign transactions for an upcoming trip.
The guy then asked what I use the card for --- for groceries, etc. or just a backup card. I said it was just a backup card since it has a low credit (an embarrassing $500). He then looked up what he could give me, and offered an increase of $5000, and I accepted right away. New credit limit was available immediately. Had this card for 14 months.
