Best Credit Cards to decrease utilization?

I'd like to bump up my credit score by decreasing overall utilization. What are the best cards for going about this? I've opened cards from AMEX and Citi recently, and I'd like to stay away from them.

I'm looking for cards with:
High limits & an easy online procedure for requesting credit limit increases
Online banking abilities so I can keep an eye on it with Yodlee or Mint
No annual fees! (none! not this "no annual fee if you make a purchase" crap--I mean absolutely zero)
No penalties for inactivity (I plan to just put this in a drawer, sign up for paperless statements, and forget about it).
Nothing I need to opt out of.
Sign-up bonuses are a plus.
Reporting of balance/limit to all 3 agencies

High interest rates are fine, as I do not plan on using this card (except perhaps a small purchase to get a sign-up bonus). I just want it around to make my utilization look better.
