It is possible to link accounts to waive the balance requirements but each account has to have there own products to receive points and each product can only be linked to 1 account. People in that old thread reported getting points for their husband, wife and kids without having to meet the balance requirement but each had to have for example there own CD, own direct deposit, own bill pay, own checking plus etc. You can not link 1 CD to 3 checking accounts.
So a married couple in theory could get 3600 TYP a month if they have 3 Citigold all titled differently ie Husband only, Wife only and joint account. And each account would need to have it own 6 products linked to that 1 checking account.
