I'm gonna go out on a limb here and say that a call to HSBC and BoA could clear this up.

If you are traveling to China, there are plenty of HSBC branches in Hong Kong.

For HBSC, you can withdraw from HSBC or Hang Seng ATMs with no fees. According to the Bank of America website, China Construction Bank is part of their alliance where you can withdraw with no fees.

I used both BOA and HSBC ATM cards in China last year without extra fees. Please be aware of the withdraw limits - CCBC(BOA's partner) has something like RMB 5,000 per day, RMB 1,500 per withdraw; and HSBC limits to RMB 3,000 per withdraw, 5,000 per day. They may have raise the limits since then.

Also I noticed CCBC had better exchange rate than HSBC on any given day I was there.

There are HSBC branches and ATM's in most major cities in China, and no fee is charged for using your card. You can also find HSBC ATM's at Shanghai and Beijing airports. This was why I opened my account before traveling to China last fall. Unfortunately the $25 for opening the account and getting a debit pay pass card was never honored by HSBC, and according to my conversation this morning with customer service won't be honored because it never existed though last fall they told me to just wait a little longer and it would show up, and this morning I quoted her the offer from my printout. At least my cash was easily available in China without fees. Now I'm headed down there to close my account. Bank of America is affiliated with one of the Chinese banks - I think Chinese Construction Bank which was also all over the place. Happy traveling.
