I have a Capital One Visa with a balance of around 5K (And a credit limit of around 5.2K )
Should I wait until I pay off my balance before I do a credit limit increase request?
Or can I do the request while I have my balance?

You will most likely be denied. It is best to wait until the balance is paid off otherwise you will look desperate.
By the way: These type of questions are best asked in the flam-free thread.

Although I must ask you because I am sorta familiarizing myself with this site, where exactly is the flame-free thread?
You should pay off your bills and live within your means. Borrowing more will simply make your situation worse. See IBJanky's famous thread

And to further answer, attracting attention with a high outstanding balance is asking for issues beyond simply getting denied for an increase. You limit could end up getting cut, or the account cloased completely.
