Friend told me that they had toy CL on cc with AMEX, with zero balance and very little activity. They have FACO over 770. When they asked several times for CLI, they got a call for FR. Has this happened to anyone else?

No. They make you fax a 4506-T, so they can get a transcript of your latest tax return.
