I just put in $4k in my Vanguard Roth. Can I redeem my shares in x Fund and move the balance to a brokerage account roth? Anyone know if there's anything special paperwork or penalties other than possible redemption fees?

generally no redemption fees for Vanguard funds. a few funds do charge 1 or 2% if held less than a year. info is available at Vanguard web site, or as captainwho suggests, call them.

Your brokerage firm will have transfer paperwork. Transfer the shares "in kind" into your brokerage account. You can then choose to liquidate whenever you feel like it.
