I don't see a Canadian resident requirement (I am a Royal Bank of Canada customer and am not a resident). But even if there isn't a requirement, the hoops you must go through to earn the PC ( qualifications ), could be such a hassle for a non-resident that it wouldn't be worth it. I do know that Royal Bank of Canada doesn't offer credit cards to non-residents, although if you had a credit card with them while living in Canada and move from Canada, they'll let you keep the account. But maybe in the future RBC Bank USA might offer a similar promotion.
