I assume it is targeted as it does not say I need to register for the promo or anything.
It says to call 866-422-0591 for questions about this promo. So I assume people could either try to get Citi to register them for the promo or see if they are registered in this promo by calling that number.

3,000? My postcard was for only 1,500 for spending $250. Oh well I won't look a gift horse in the mouth.

Mine was 1,500, too. Either customer segmentation or an A - B experiment about how few thank you points are motivational. I am on the fence about whether to do it. If I have a $250+ single purchase I need to make anyway, I will probably do it.
1,500 for $250 is 6%, which is even better than my Citi Plat AMEX is getting right now. I charged my quarterly insurance ($252) which only takes Visa/MC.
P.S. The actual points you get from that transaction would be 1,625 ((1,500 bonus + 125 (1 point for every 2 dollars))/$250)= 6.5%

Figuring it couldn't hurt, I called and asked if I could get the 3000 TYP. I was told people were specifically targeted for the two levels. Perhaps it's based on account balance.

I never use my debit cards, so please excuse the stupid question. However, the flyer seems to emphasize that it has to be a signature-based transaction. How do they determine if an electronic transaction is a debit transaction vs. a signature based transaction?

Not sure how they tell, but my flyer does say Online purchases and Phone purchases do qualify. I think as long as it isn't a PIN purchase then it qualifies.
PIN purchases are processed through the ATM network, while signature-based purchases are through the Visa or MasterCard network.

As long as you don't put in a PIN number I think by default everything else is considered a credit transaction.

I also received the offer, but only 1,500 points. I assume online purchases will work too. Should come out to 1,625 points since you also receive half a point for each dollar spent.
I just got an e-mail from Citi for the exact same offer as the postcard.

I received an email too but the promotional TYP was almost in the fine print, not obvious in the body of the email.
"Start now, because if you use your CitibankDebit MasterCard to make signature purchases adding up to $250 or more between 7/20/08 and 9/30/08, you can get 1,500 ThankYou Points redeemable for a $10 gift card that can be used for gas, groceries etc. "
Got the postcard and the email, I ended up paying some taxes with it. It was $3xx.xx but at least I don't lose the double warranty and other rewards from my regular CCS.

I received this post card too for 1500 points. Usually, with offers like these I just purchase a gift card from Target ($250 in this case), and be done with it. I know I shop at Target at least once a month getting no bonus pts aside from the standard 1pt per $1 spent, so getting a quick 6% return in TY points is better.
This is actually a good promotion for Citibank, b/c I never new the difference between debit and credit purchases. I always chose
