I just checked my BOA account and BOTH my cards are offerring me 0% BT offers for 12 billing cycles.
Fine print says 3% fee, no max, but I'm hoping customer service will cap it. I don't know if this is for specific cards or if it is for all BOA customers, but it might be worth checking to see if your current BT offer on your card is 0%. I was 2 for 2. This is a big YMMV.
For reference I have the BOA Platinum Visa and the BOA Worldpoints Mastercard.
Having just paid off my $20k 0% BT from 11 months ago, today I decided to call and ask them whether I could get it extended for another 12 months. They had nothing for me, only some Golden LOC or something.
Echoing what Glitch99 said, they also told me that their offers change each week. You can be that I'll keep calling for at least a few weeks.

I've asked them to limit the cap for me before and they wouldn't do it.
If you have to pay a 3% fee it completely defeats the purpose of doing BT arbitrage since you'd have to make at least 3% on the money just to break even BEFORE taxes.
Just get the BOA Platinum Plus card and reallocate your lines toward that to do a No fee BT @ 0%.

good luck on getting that fee capped, they wont do it in most cases. good luck getting them to move avail credit around to a card with a no fee 0% bt offer, many issuers are not letting you do that either anymore. have fun.

BoA loves to do it, just moved $171K CL to a brand new 0% card. CSRs must get some sort of commission, they are very eager to do BTs.

I just got off the phone with them. They would let me move some money around (both my cards are about 20K). So I moved 15K from one to the other and I was going to BT 32K, but they wouldn't cap the fee. I told them I'd get back to them. The offer is good (for me) until Nov 3.
I'll call back Monday and see if I have better luck. Can't hurt to try.

It's no longer 12 months, but my NEA (National Education Association) Visa has had a 0% BT APY, 2% fee, min $2, max $30 for quite some time. It shows as good on balances through the statement closing date in July 2009.
Edit: 10/8/08 - It's gone now, replaced by a Plat Plus MasterCard 0% APR BT offer with 3% uncapped BT fee.
I just got my new World Points card in the mail to replace one that's expiring. I called the # on the front to activate, and then pressed 1 to hear about special balance transfer offers just for me...
2.99% until June '09, $75 capped fee. I asked if that's the best offer they had available, and he said yes. I told him that wasn't good enough for me to transfer any funds to this card, and I got the hard sell of what a great deal I was getting with the capped fee of $75. I politely told him again thanks but no thanks.
I'll check back next week to see if the offer has changed.
I found out about this yesterday when I received all new credit cards from them to replace my old cards. They switched my visa to an AMEX rewards card and my mastercard to a visa. When I called to find out what was going on thats when the customer service rep gave me all the good news. I got upgraded to a single rewards system for both cards and that I had 0% BT on both cards. But when he told me what my transaction fee was, I declined. Then he made it sweeter by removing the fees on one card and capping the other at 99. Then he started the process to transfer the funds directly to my checking account and all my credit limits jumped by about 30%. I ended up getting 40k for $99 and putting it all in a stock account. Thats the first time any of my credit cards would do that. Also with the boosted credit limits it really didn't make a big dent in my utilization.
I think BOA is feeling it's oats because now it knows its to big to fail.

My eight-year old BOA plain VISA got the uncapped 0%/12mo offer, as I just found while prepping for my opening AOR. The newer and better Ducks Unlimited card is getting the 1.9% 4 month $75 capped offer it's had for months.
I'm not sure why they only did it for one card (and the one with a smaller CL ). It might be because the "plain" VISA is my GF's daily spender, while the Ducks only sees use for my cell bill and when a vendor doesn't take AMEX.

They offered to do a 0% BT with 3%, no cap, transfer fee on my BoA MasterCard.. I called up to have my wife added as an authorized user, and asked me why I wouldn't take the BT offer. I said they would need to cap the fee. They wouldn't do it on the card that they had originally offered the 0% BT on( the MasterCard), but hey offered me a $75 cap 0% BT for 10 months (down from 12) on my BoA AMEX. Even offered to dump the money into my checking account to pay off the other cards.
